DPF Briefing
September 2003
2003 PAY DEAL
Agreement has been reached on this years pay award. Salaries will increase by 3% from 1st September. Details will be published separately. A Pay Instruction to PPA Bath authorising implementation of the new rates is being issued.
With regard to Supt’s pay, in the HDP there is currently a joint working group been set up to examine the current role of the rank, job evaluation and benchmarking. Should there be any revaluation of pay as a result of this exercise then obviously this will need to be looked at in terms of the parity agreement, in due course.
Pay Reform April 2003
It has recently been drawn to our notice an anomaly in the pay tables published in respect of the assimilation onto the new pay scales from 1 April. Reference to ‘completed years service in the rank’ in the first column of each annex no longer applies. The heading should simply read ‘pay point’. In other words pay points no longer relate to years of service. This is line with the Home Secretary’s determination on pay with effect from 1 April and in some cases means that officers with differing years of service will be on the same point.
The pay scales published in Pay Instruction 4/03 dated 19th June 03 should be read in conjunction with the explanatory information contained in the pay instruction.
Threshold Payments
One further point of clarification, it is only those officers who, at the 31st March 03 have served for one year at the top of their scale, can access the threshold payment. At the present time, as far as constables are concerned, that means 15 years service.
