    Competency Related Threshold Payment

    There has been some confusion arising over the amendments to the CRTP process following the issue of Force Order 235/07.

    Whilst sickness has now been introduced as a measurement of Competency and the limit set at 10 days this is lower than the 14 days identified by Restoring Efficiency procedures. However, the Official Side originally wanted this to be set at 7 days and had the DPF not become involved in negotiation then the policy would have been introduced at this level, albeit without our agreement.

    Where we have a concern is that the new policy has been introduced to impact on the 2007 PDR. Our position is that the agreement was not a retrospective one and that the implementation date would be from the date of introducing the new policy ie to come into effect from the 2008 PDR.

    Given that we would expect all ranks to be treated equally there is the further complication that Constables are being immediately affected given the 01 October PDR review date whereas it will impact on all supervisory ranks later.

    Both DPD and HR Policy recognise the confusion the current implementation arrangements are causing and to that end we have agreed that FO/235/07 will be suspended during this period of ongoing dialogue. As such, no member should be affected by new policy amendments - in the interim - until an agreement has been reached.

    A further Circular will be issued as an update on this matter once both sides have met.
