Matthew Kenneth Seddon, of Wensley Road, Reading, was driving a red Ford Fiesta, which was being pursued by Thames Valley Police (TVP) officers, when the vehicle collided with the central reservation of the A33.
Mr Seddon, who was the sole occupant of the car, was thrown onto the road and hit by at least one of the pursuing vehicles. He died at the scene.
IPCC investigators are analysing CCTV and forensic examinations of the cars are being carried out.
Investigators attended the scene of the collision again on Tuesday, 19 February, and identified additional CCTV opportunities.
The IPCC investigation is examining whether the police pursuit and the actions of the officers engaged in it were necessary, justified and proportionate in the circumstances. Investigators are also looking at the authorisation and management of the pursuit, in line with TVP and ACPO driving policy, procedure and guidance. The investigation is also examining TVP’s response to the collision.
