    Organising Secretary

The Organising Secretary is a member of the National Executive Committee who is responsible for the control of the DPF membership, as well as the enrolment of new members at the Police Training College. The position includes the keeping of membership records, issuing membership numbers, monitoring the movement of members.

Frequent questions addressed to the Organising Secretary are: -

    Q. I am a New Recruit, when can I join the Federation?

    A. You can join immediately upon joining the Force. This can be done on your Station prior to going to the Police Training College by completing the DPF/Fin/14 Membership form and the DPF/Fin/13 Subscriptions from Salary forms. (These can be found in the Annexe at the end of this document). When completed, submit these forms to your Branch Representative who will process them through DPF Head Office or myself. If you join the Force at the Police Training College, a member of the National Executive Committee will attend to give a talk on the benefits of Federation membership and enrol those who wish to join. On completion of the Membership forms you will immediately become a member of the DPF, with full Federation entitlements. Joining the Federation as a Recruit could be one of the wisest decisions you ever make during your career in the Force. There are DPF Branch Representatives at the P.T.C. and M.D.P.G.A. Headquarters to assist you whilst you are at Wethersfield, please ask if you need assistance of any kind, alternatively contact DPF Headquarters. Tele: 020 7218 9619/9817

    Q. How do I go about Joining the Federation?

    A. This is easy; all you have to do is fill in two DPF foms, (these are attached at the Annexe at the end of this document). The DPF/Fin/14. Membership form, and the DPF/Fin/13, Subscriptions from Salary form, both of which are self-explanatory. When the forms are completed pass them onto your DPF Branch Representative who will forward them onto your DPF Area Secretary. Once I have received your completed forms I will process them through the Federation and PPA CPRO (Bath) who will automatically stop your subscriptions from your monthly Salary.

    Q. What is the Cost of the Monthly Subscription?

    A. Your subscription rate is worked out on a long established formula, one half of one percent of an eight year Constables pay. The Delegates at DPF Annual Conference are the only body who can alter the DPF Subscription Rate. This is normally only carried out after an Annual Pay Increase, but this always falls in line with the proven formula.

    Q. I am off Long Term Sick; do I still have to pay my Subscription?

    A. When you have been off Long Term Sick and you are not in receipt of a “salary on the grounds of ill health”, (DPF Rules & Constitution. Rule 25 (1)b) and it has come to the notice of the D.P.F. Welfare Representatives, they will inform the National Treasurer who in turn will reinstate any subscriptions that you have paid since your pay ceased whilst you were on L.T.S. You will still be classed as a fully paid up Federation member with full entitlements whilst on L.T.S. even though you may not paying subscriptions, in accordance with the Rule. When you return back to work, please check your Monthly Salary payslip to see that your subscriptions are being deducted. If not simply fill in the DPF/Fin/13 and return it to DPF Head Office or myself.

    Q. I am taking a Career Break, what happens when I return to Work?

    A. Your Federation subscriptions will have stopped with your pay. (Any matters that may have been outstanding before your Career Break, will of course be dealt with by the Federation, in accordance with the DPF Rules & Constitution) When you return back to work all you have to do is complete the DPF/Fin/13. Subscriptions from Salary form and send it to me, or Head Office, and you will be immediately reinstated.

    Q. I have left the Federation but now wish to Rejoin?

    A. This is a two-part answer depending on the length of time you have been a Non- Member of the Federation: -

    1) If you have been out of the Federation for less than one year, you can apply through your DPF Branch Representative, by completing the DPF/Fin /13 & 14 forms. Your Branch Representative will send these forms, as well as a signed declaration made by you, that you have no disciplinary matters outstanding during your absence, and that the Federation will not be held financially responsible for any matters that come to light during your period of absence from the Federation, these forms, together with the declaration, will be forwarded to your DPF Area Secretary. The facts will be placed before your DPF Area Committee for their approval. On acceptance your application will be processed, and you will become a DPF Member with no financial penalties incurred. If there is a problem with your Membership application it will go before the DPF National Executive Committee who will make the final decision.

    2) If you have been out of the Federation for more than one year, the procedure is the same as above, except that financial penalties will be incurred in accordance with the DPF Rules & Constitution, which states: -

RULE 3(d) Any person making application for re-entry to the Federation and who has been a non member for more than one year, shall be required to repay at least six months subscriptions if re-entry is ratified by the National Executive Committee.

    Q. My Next of Kin has changed from my initial Membership application, how do I change the Details?

    A. Circumstances dictate that you may wish to change your Next of Kin nominee, at any time. A next of kin can be any person of your choosing, please fill in the Federation form, Change of Nominee for Death Benefit, and send this on to DPF Headquarters or myself. This form can be found in the Annexe at the end of this document. (Please note that the Force does not inform the Federation with regards to Officers’ Next of Kin changes) It is your responsibility to inform the DPF of any changes with regards changes to your personal details.

    Q. My Surname / Address has changed, how do I update my Federation Records?

    A. If your surname or address changes for any reason, please inform DPF Headquarters or myself as soon as possible on the DPF Form, Change of Personal Details. This can be found in the Annexe at the end of this document. It is your responsibility to inform the DPF of any changes with regards to your personal details.
